Then the fuses are likely at the main intake to the property, where the supply is split to individual cables supplying each flat.
 
Hi - as per Julie, that cable behind the panel will be connected to the fuses etc. If it’s an older block of flats, the cabinet might be in the foyer and handily have a fine selection of non electrical items stored in it.
 
I'd go with FI.

If we are looking beyond the OP's question (which I would fi as it's pretty important), then there is a plethora of issues in that one picture alone, at least three C2s without looking closely!

I assume the rest of the installation has further issues
