I don't think it's credible to claim that a domestic electrical installation has been designed 10 years before its construction. For big projects there is good reason for that (but not with undue delay in starting) but it would be a nonsense to claim that for a domestic and certainly with that length of time passing.
And if it was the case, I doubt they would have fitted a metal clad dual RCD High Integrity Board
Lack of RCD Protection one would assume. The wonky all over the place MCB's just look s**t
may be Pete, that the cables are buried in the wall for those circuits .
You are correct however if someone was installing now to a design that was ten years old I would be raising more than an eyebrow.

ask if he moved from the DB, if not case closed
get the transit ready, we can bundle him into the back of a van and store him in a dry well with a copy of the reguations and guide on inspect and testing
Or a very big garden...Possibly but he also has a 10mm SWA for garage supply on a B16, maybe it has a lot of insulation around it.
Even if it was a large housing site it is usually developed in phases and each time a phase would of been put out for each of the trades to price
