With regards to main bonding, what is the solution if there is no sign of a water mains? The plummer says the stop cock is outside the property in the street and there is no off valve coming into the house.

Well he must be one stupid plumber then as he knows there should be a point of isolation within the property and if he cannot fit a £5 isolation valve then he is negligent as well.
 
find a plumber that knows what he is on about,I've seen literally thousands of properties and never one without an internal stop cock,outside stop cocks on older houses that knock off 2 or 3 properties but never nothing to turn off inside,what happens if the pit gets blocked and you can't get at the tap? get him back and this time ask him to bring his guide dog.

It's not uncommon to have to stretch into the pavement at arms length in many of our properties
