Can outside PIR activated lights be wired directly to the consumer unit. So that there is then no need for switches etc?

My CU is a WYLEX 11 way with MCB's also fitted with an RCD
 
Yes so long as the correctly rated ocpd & cable are used.
I always put a switch in the circuit for pir lights, if only for isolation when changing lamps if the mcb is supplying more than one fitting.
 
Must confess I have just dabbed my outside PIR light in with the downstairs lighting. If I want to isolae it I can flick the mcb controlling it.
 
feed the sensor through a switch , that way you can switch on the lamp by make and break , lamp stays on for lenght of time you set , the fittings are designed to be used in this way .
