Hi - you could look up which Competent Person Scheme the builder is a member of and start a dialogue with them. Ask for their advice as to how best to get their member to provide an EIC and Part P notification, now that the electrical works have been completed and paid for. You could attach the email / letter where you’ve asked Bob for these items.

Nice advice everyone; but the OP is best asking Building Control.

After all, its them he will ultimately have to satisfy compliance with Building Regs, and not just the electrical works.
 
op I have been in the position where a customers not paid me ,and I tested the full system ,my scam says has long has I reg the work thats fine ,then I kept hold of the test cert till paid in full .
 
A new sparky will not be able to issue an Electrical Installation Certificate as they did not do the work. They will be able to issue an Electrical Installation Condition Report though and building control may accept this.
 
Is he legally required to sign Part P? If he refuses can we complain to his trade body? Can we force him to sign off?
If an electrician has completed and certificated an installation he has 30 days in which to notify it. I think if you talk to your BC officer you may go further than this forum can take you as already alluded to by @Midwest.
