i got laughed at the other day when doing a PIR as i went up into the loft and noted that junction boxes were not screwed down, mentioned it to a few sparky mates and i got called the hitler of inspectors! how far do you guys go?
 
Personal opinion of workmanship does not come into PIR's IMO. You look at the job, and any defects must only be defects because they do not conform to regulations. Anything else is noted as recommendations on a covering letter. If the boxes not being fixed is against a reg, then note it on the cert. If not then note it on a separate letter if you wish.

Try reg 134.1.1 and 134.1.4
