I currently work for a registered company but want to do notifiable work on the side. Do I need to create a business to be able to join a competent persons scheme like Napit or NIC. I’m really confused and would appreciate any help/advice.
 
You need to join a competent persons scheme to self certify your work so unless you work for a very understanding company that would allow you to sign off work you do for yourself through their company (Very unlikely) then yes you will need to join a competent persons scheme.. You will also need liability and most likely indemnity insurance.
 
nothing to stop you having a sideline business unless prohibited by you contact of employment. you'd need to get a UTR with HMRC and complete S/A tax returns.
