(selection of equipment) must have bs numbers

hi everyone!

can anyone help?
in the regs (133 selection of electrical equipment)

133.1.1 every item of equipment shall comply with appropriate british standard. in the absence of an appropriate british standard reference shall be made to the appropriate IEC or appropriate national standard of another country

133.1.2 where there are no applicable standards the item of equipment concerned shall be selected by special agreement between the person specifying the installation and the installer.

133.1.3 where equipment is not in accordance with the regulation 133.1.1 or is used outside the scope of it's standard, the designer or the other person responsible for specifying the installation shall confirm that the equipment provides at least the same degree of safety as that afforded by compliance with the regualtions.

ok, so question... if i were to construct for instance a decorative ceiling fittings myself, obviously i wouldn't be able to get a bs number for it as it would be essentially a bespoke fitting. am i rite in reading that in this instance as long as i believe my "creation" was to of the same standard, or better than other similar fittings that do have relevant bs numbers, i can install the fitting and just make a reference against it on installation/minor works certificate?

Be carefull if you read 113.1.3 it means you have full responsability for it. If there is any problems you have to prove it satisfies the requerment of the relevent B.S.

It would be very difficult for anyone to prove it met all requerments without full testing of it and holding the results and them proving you are fully competent to test the fittingd to the standard. ect ect cheeper and less hastle to pay for one and leave the hastle to manufacturers.

My sentiments entirely, the manufacturers will have gone through some fairly rigourous inspections & their products through stringent tests to enable them to pass BS &/or BSEN accreditation.

I would be very carefull in assuming a home made assembly is safe and fit for purpose ~ I don't doubt your capabilities (& lets face it, some fittings out there leave a lot to be desired) but as Scotty points out proving it is an entirely different matter.

regarding this though has anybody else noticed also that many larger manufacturers of decorative light fittings, downlights and some óf the really NASTY trim light fittings (like i was so kindly supplied by a customer recently, must have cost him 20p) with having no bs/bsen numbers either?!
i've always looked at this problem and wondered what i should be doing to acknowledge it.
should i be making reference to these fittings within test certificates? is this what everybody else is doing? maybe i missed that lesson, haha
