I have replaced a staircase timer because the previous one was fault. There was a problem the light stayed on all the time. When i replaced the new one and awitched on the mcb light when on for some time then switched off. When i oass in front of pir sensor they dont switch on. The sensir is clicking. Can thebproblem be a sensor?

What testing have you done on the circuit?
 
The sensors go wrong all the time, many were originally wired with inductive loads. (this may not apply in your case).
In my experience the most common mode of failure is staying on, this can be time intensive if many are wired in parallel.
Remove the trigger from the staircase timer and terminate it safely and see if it remains live after the pir timer has passed.
