1) The fee is still live with the main isolator off !!!

Could do but it would need to be in a restricted area because it could be used as a virtual instruction manual for how to do it.

Make sure you place it in writing to the landlord- if the house burns down you can then prove you did your bit
Sent it proof of post AND recorded delivery.
