There is an article in the Connections Magazine Summer 2019, which seems almost in favour of not pushing the customer into having an SPD if there is a very small risk of a surge event. At least, that's how I read it anyway, especially the very last line.

I can’t read the attachment on my phone could you tell me what SPD stands for in the USA I’ve never heard of it
