I have issued a danger notice and disconnected supply. I saw a real possibility of fire and electrocution. I don't really want to get into legalities, I think on the balance of circumstances it would be found the right thing was done. In any event of I were prosecuted I really don't mind I will put the safety of others before my personal comfort or fear of punishment. I know I have done this before, the client will switch back on when I have gone but then that is their responsibility. I think you would be more liable leaving something unsafe than not doing so. I am happy to face any court and feel justified and would offer no apology. It is also my experience that when it is explained there is a real danger most people will go along with what you recommend as they seem to be sensible enough not to want to die.
 
Was round a mates house yesterday to fit a socket in loft. Whilst there, landing light switch just hanging on by wires with common detached, single socket plate on landing not screwed on, live parts exposed. Three year old daughter running amock. Scary stuff. A couple of minutes to check terminations and screw faceplates back on.
