HSWA applies immediately to you if you are working in a domestic dwelling, as it becomes your place of work, you are a duty holder and responsible for the h&s of those ther in, that is the occupants. Obviously doesnt apply If your not working there to the occupants. The Dangerous electrical notification ceretificate does ideally have to be signed by the person served upon, however, They usually refuse to sign because on the occasions I have had to considerthem, the recipient has immediately had the situation rectified. Its when thae dont that the form comes into best use, as it means you have told them and are therfore absolved of any blame from the consequences. If a person refuses to sign, or states they have a cheaper etc. sparky coming in tomorrow to fix it, dont believe them.Put a note on the form saying that you handed or personally put through the letter box/recorded delivery to the address that form. Keep a copy of your attempts to serve the form. You can then sleep well at night.
