You say a workshop ,but do you mean two sockets and a light. If you do Terry's ideal is probably the cheapest. How far is the Shead from the house . Off the back of a socket(no spares off a spare and all that jazz) to into a weatherproof fcu and swa to you shed (you will only have 13amps to play with). Or get Terry round to bankrupt you and possibly steal you wife
 
I would suggest running a cable from the CU up inside the cupboard under the stairs into the space between the ground floor ceiling and the upstairs floor.
Then under the upstairs floor to the outside wall, down the wall and then clipped along the garden wall.
As far as I am aware, there’s no new requirement for steel conduit in the Regulations.
