Apart from the cost, which is small in relation to the rest of the install, why wouldn't you install an RCD if there is any doubt about the need, even if the regs do not require it?

Maybe I didn't make this clear. The earth (remember this is a TT system), is at the DP and was linked on to the pool area.
Rather than use this, a new earth was installed at the pool area.
