I highly doubt that any spark in their right mind would. so many things have changed since the 16th edition and even if the install complies with the 18th and is of good quality to properly certify it requires the certifying electrician to be present at time of installation to confirm all required inspection items or the person responsible for construction is required to certify that the construction conforms to the 18th. Depending on where you are part P might be applicable too.
My honest advice would be to find yourself another spark with a good rep who can complete the job start to finish. Situations like these often end up with hurt feelings and problems in the long run.
 
1.option would be to notify LABC beforehand, get them to inspect and test and sign off. this will cost around £300. depending on the price your 16th ED. sparky charges, it could be viable.

2. get him to install and complete a EIC. don't bother with notification. this could bite you in the bum if anything goes ---- up or if you decide to sell the property.

3. see if he has a mate who is niceic ( or other such scheme ) who will share the job. after all, a rewire is a PITA for 1 man/woman alone.

of the 3 , option 3 is your best bet.
