Hello,

I'm a 2nd year apprentice in commercial doing some home troubleshooting.

I have a 240 volt baseboard heater that has never worked. I recently put in a new 2 wire thermostat which did not help. I checked the wiring in the heater itself and was getting 240 volts. 120 volts on the neutral tied through to ground with the black switch leg creating 240 from the thermostat when turned on. Everything seems to be wired correctly. I tried a new baseboard heater which didn't solve the problem. Bypassed the thermostat bringing 240 directly to the heater which didn't help either. The new heater is a marley 2500 and the circuit is on a 20 amp double throw breaker.

This has me mind bottled. I appreciate replies thanks everyone.
 
Either there is a break in the wiring and your voltage measurements are wrong, or the heater(s) have open-circuit elements, or they are wrongly wired. Since you believe you have 240V right at the heater connections, my first move would be to disconnect the wiring and measure the resistance of the element. Post your findings, i.e. resistance reading and preferably a picture of the connections.
