Barn Conversion Cables in Void

In the past I have always run cables through the studwork on barn conversions. I have just started a new one and the builder says he wants me to run the cables between the stud partitioning which is to form the inside wall, and the outside stone wall. He says this area is not considered a wall cavity and it is OK to run the cables in. Can anyone tell me if this is right?

Sounds ok to me ,its just the same as if it was a dry lined building. i would just do it
