In the past I have always run cables through the studwork on barn conversions. I have just started a new one and the builder says he wants me to run the cables between the stud partitioning which is to form the inside wall, and the outside stone wall. He says this area is not considered a wall cavity and it is OK to run the cables in. Can anyone tell me if this is right?

i am no expert on the terms of the constriction trade ,however from the finished face of the wall to 50mm depth our rules apply
correct pls if im wrong
