Don't know why we keep having the same thing about Part P is just a document... So is BS7671... It's just a book, but you take an exam on it.
I have pinched this from another post which pretty much sums up Part P Certified...

Whoever came up with the PP fiasco should have been certified.....long ago.

Yes part P is just a document, I agree. BS7671 is also just a document. We take an exam on that. Why are you not whinging about that and just Part P?
Bs7671 is a document containing thousands of regulations and a great deal of data which professionals will need to refer to constantly if they are to carry out compliant work . Electricians need to demonstrate a working knowledge and an ability to find information in a very complex document which is difficult to navigate for those unfamiliar with it .That's why there is a course and an examination.
Part P contains basically two bits of essential information. A course and exam for that? Do me a favour.

Isn't there a C&G course for Part P ? 2393-10 ?? It's only 1 day, but there's an "exam" to pass too !!
All part of the modern OCS world me thinks...
