I want to PAT a coffee machine. It has a sealed plug; no class 2 mark; a round
cable that suggests twin and earth; and no visible metal. Please how should
I proceed? thank you.
 
There must be a rating plate somewhere. What does it say? Also, search the model number on Google and see what turns up.

There is no such cable as round twin and earth. Twin and earth is flat. Perhaps you mean 3 core flex?
 
Photos will tell all. Unless it's some randomly sourced Chinese product.
 
Round flex doesn’t necessarily mean 3 core…. It could be 2 core. But as noted above, twin and earth is flat, and actually should only be used in fixed wiring, not appliance flexes.

but is Earth (the planet, not the cpc), round or flat? ithink it must be round or else earth rods would come out the other side.
