Looking to fit extra sockets and move some light switches, the plasterboard cavities are all lined with a corrugated cardboard.
Advice on how to put in new cables, routing and any special tools

Sounds like you have prefab walls, two layers of plasterboard led apart with a cardboard grid/matrix? With the walls are a lot thinner than normal stud walls, maybe half the thickness?

If so, you can punch through the cardboard with a stout cable rod to get a cable up/down the wall.

thanks for tip, I'm guessing most cable rods would be capable of forcing a role through
