Earth rod bolt shearing is very common when they are overtightened. I've done it myself a few times when I was learning but soon learned that brass bolts don't need anywhere near the same torque as steel
 
I try not to use the bolt, but pack the clamp with brass wedges and just nip up the bolt at the end, using 25mm bare copper conductor there is not a lot of space to pack.
