Fluke T100 Voltage/Continuity Tester - Please Educate me

Please can someone help me?

Whilst testing lighting circuits in 3 separate premises I have got readings that indicate continuity between phase and CPC with power Isolated.

I am not an electrician but I am studying and just trying to understand how this tester works so that I can gain confidence in the information it relays back to me.

Please note that rather than just give me the answer I would appreciate any leading questions that may help me answer this because at the moment I am baffled

Are you testing at the celling roses has any thing been moved around in the c/u for testing and let me get this right you have continuinty between earth and neutral

Testing was at the switches on each occasion and continuity was definitely between phase and cpc. The confusing thing is there are no adverse effects within these premises

Continuity between Neutral and CPC would be more understandable on a PME system correct?
