If you've asked a question in here chances are you instinctively feel something is nit right with what you're being told. It might be he wants too make a bigger job of it but also might be he doesn't want the job & is trying to put you off.
I would get someone else in & trust your instincts regarding what they say. I have found some excellent people through checkatrade.

If you do get CU replaced get one with spare spaces for the future.

I would advise you to get the EICR done first. If your existing c/u is non-compliant with BS7671, the EICR will detail this. I believe that an EICR should be done after a new C/U is fitted any way.

I reckon if you are that worried about your electrics, an EICR would be best done prior to any work, don't you?
 
or at least a basic test/inspection to determine:
1. is a replacement CU advisable.
2. is the installation in good enough state to connect to a new CU with RCD protection etc.

  1. First the client house could be in a farm where service are TT and they requires that size RCD to protect the earth. "Just playing devil advocate".
  2. An EICR is required after change of of CU, will the £350 include EICR, supply and install or will inspection and testing will be invoiced differently?
