that cable looks very old, it could have snapped as it could have been brittle, did the old light work as it was? if so ignore the center wire. are you able to pull the cable out a bit more or check the cable in the ceiling?

I'm only suggesting that if the fitting worked as is, although given the picture that seems highly unlikely.
It just looks like the feed to to the switch has snapped off, the cable will probably have to be looked at above the ceiling then extended if necessary.

cheap. from the pic posted, i'd not be happy leaving without checking and testing at least that circuit and competing a MWC. £60 + travel. that 51 miles is going to take you the best part of 2 hours, so it's at least a 3 hour call out.
