I recently moved into a new flat that is fitted with a horstmann E7 water heater.

The tank has 2 elements connected, one at the bottom of the tank for overnight E7 heating and a one at the top for the boost function (boost function works fine).

I have searched about online and believe that I am setting the timer correctly by turning the dial so that the time lines up with the “winter time” mark on the unit. Although every morning (5am) when I have checked it the timer dial has stopped around 9pm?

I have tried resetting the correct time and the timer starts clicking again although stops around the same time, any help would be greatly appreciated.

Sounds like it's just broken, very simple to replace if you get new horseman; isolate power, undo 2 front screws, then theres just 5 spade connectors to pull, fitment of new one is opposite of removal
IIRC, you don't need to pull the spade connectors, if you fit the new unit to the existing backplate. the unit just plugs on. might be worthwhile checking the battery that runs the clock .
