What they should have done, is jog it along two spaces, then they wouldn't of had to use that big blue wire.
 
What a disaster! It does not look like there is a N connection on the lh N terminal strip. I counted about 8 & I aint qualified!
 
I think you'll find that the very dark green conductors at the right of the earth bar, are in fact black and they are linking the earth and left hand neutral bars.
There's a brown conductor linking the right hand neutral bar to the earth bar, so it's all connected somewhere, and there's no need to worry about a neutral earth link at the servic cut out.
 
Looks to me like the £150 cu upgrade that we have all heard about,if you pay such a small fee you can expect this garbage.
 
Some of the Eastern European countries link there earth and neutral bars.
Some even do it in their machinery.
