I am used to niceic forms so please bear with me! In the insulation resistance section it only has two fields for recording details which are live -live and live to earth, surly I have to record more than a live to earth for a radial what about neutral values!!

So for line to earth would you just link live and neutral and test between that and earth? Or separate readings and record the highest?

Not quite.
With an initial verification, I would test between line and earth, then neutral and earth, if the reults were satisfactory, I woul record the lowest measured value.
