hi all, yesterday I went to carry out an EICR on a 1 Bedroom Flat. The lighting circuits are not earthed,the installation is about 40 years old.
The only thing I can do is C2 would you agree?
It has RCD protection.
It has some class 1 fittings.
 
So if he changes the class 1 fittings to class 2 it would be a C3? Would a label on the cu warning that the lighting circuits are not earthed and not to fit class 1 fittings work?
The client would not be happy to rewire the lighting circuits.
Further more it has been like it is for 40 years.
A rewire would be a hard sell

Yes if all done above C3.
You could go a little further and fit nylon machine screws or get some accessories that have plastic screw covers.
 
The wiring will be more than 50 years old at the youngest as the requirement for cpcs in lighting circuits came in 1966.

C2 as is, rewiring should be strongly recommended. Do the switch drops have conduit to pull down ? They often do at that age.
 
If metal back boxes and metal screw lugs with no caps id still be C2ing it even after doing away with class I fittings. This is also the guidance given by napit so you could also check with your scheme if your with one.

First and foremost you put yourself first with an EICR. You need to be able to sleep at night, the client not wanting to spend money if it is so required is no concern of yours, just leave him with an unsatisfactory report if needs be.
