When a open r1 conductor is observed on end to end measurements what is a suitable observation to note on the inspection schedule?
Would Co- ordination between conductor and overload device be included because the CCC has now been affected.

C2 unless obvious what has caused it to be open circuit (eg. if a cable has been snagged and live end open and exposed then would be C1, - IMO)
Either way 'Unsatisfactory'!
 
There is no observation for this type of fault given in the schedule of items inspected in BS7671. That's because such a fault cannot be determined by inspection, only by testing.
Coordination between conductor and protective device is a design parameter. Presumably this design parameter has been met, so this would not be an appropriate box to use.
So there would be an observation made along the lines of - lack of continuity to ring final circuit conductor on circuit number X. But there would be no corresponding tick box on the schedule of items inspected.
In my opinion of course...
