Nope, but I would say for the money you get PAT testing, it will be a million times not worth it!
 
just had a lead and they on about a registered punk, would a niceic electrical contractor scheme cover pat testing? or is it separate part of scheme
 
It would be seperate... really for pat testing you need the skill and the right insurance.... if someone will insure you for Professional Indemnity for at least £250K, that's going to make you 'registsred' in my mind.... you will probably need to have been doing the job for more than 3 years, at least that's what all the insurance companies wanted when I first got mine.

The PAT testing and PIR areas that the schemes offer are total rip offs if you ask me, you may lose out on one job in 50 if you don't have their fancy certificates but that's about it.

If in doubt then ask the person providing the lead, but I would not consider paying more to any f the schemes just to do PAT
