Pheonix contractors federation scam?

I have been contacted by pheonix about becoming an approved contractor? Has anybody heard anything about them because I think it is a scam?

Phoenix, a bird that used to be reborn from the ashes of it's own self induced funeral pyre. Much the same as a limited company going bust and being reborn with the guys wife/son/daughter/dog as director and major shareholder.
It seems to me like it's going to be another rated people/my hammer/checked and vetted thing mate, a useless middle man who brings nothing to the table except a bill.

What is the enrolling process and how much are they charging you for membership of this elite body of men?
Also, I see the words "lead generation team" so how much does a lead cost and how many contractors do they sell it to.
These people must think we're all bloody idiots. If you think it's a scam it very probably is mate
