Noticed this near me ...
I've got to assume it's a pme rod, but not connected.

Maybe an old one that they are going to connect to the forthcoming branch off.50455
 
Not sure why you would assume a rod is for a PME system????

As stated by Vortigern it could be a TT system but don't assume look at the incomer to confirm as it may simply be a lightning protection rod or even a back up generator Earthing system. Only you can assess as it is not evident from picture what is on the site.
