No talking of tails, yes they can be clipped direct between head and meter but they are no longer clipped direct within the CU.

That would mean 16mm tails CCC would be 76amps reference method B and maybe couldn't be adequately protected by a DNO 80amp fuse , tho load profile maybe acceptable If clipped direct then 87 amps

The bloke does not know what he is talking about. Lots of sparkys will use 25mm no matter what size the supply cut out is, I will not even up grade tails with a 80 amp cut out. ( you lot may have to depending on installation method)

He actually said it had to be 25mm because the cuu main switch is rated at 100A.
Hi Andy, yes similar nonsense heard once re domestic board with multiple final circuit mcbs (all correctly selected and installed) adding up to over 100A installed capacity. Does my head no good at all.

I did a CU replacement a while back. On of the CU's was for the off peak heating & hot water, it had a 100amp main switch. The off peak meter (Ec 10) had two out puts, and the one for the hot water, would only accept a 10mm cable.

Lol.
Insulated and sheathed tails are deemed as being double insulated.
T&E is not, because the Earth conductor is uninsulated.
ADS is the usual method of protection, as long as the installation is not TT and/or the length of the tails is less than 3m.
10mm2 conductors would generally be adequate for 60A.
