PV on built-up felt flat roof

I've looked through various other threads on flat roofs, but to no avail...

We've been asked by our friendly Buidling Control Officer to quote him for a PV system on his house. He's got a 4 deg pitch south facing roof, comprising built up felt over a ply covering. The building is quite sensitive architecturally, with no parapet to hide the modules behind. Are the flat roof mounting systems (ballasted framing at a greater pitch) our only option? We were hoping to keep the panels flush with the roof pitch to avoid going 200mm above the existing and the need for planning permission, but would obviously need to fix brackets to the roof structure and weather accordingly.

If anyone has encountered a similar situation, we'd be very grateful for your advice.

I thought with flat roofs so long as the panels were held back from the edge by 1m and were no higher than 1m they would be classed as permitted? then you could use sun tubs, panels mounted landscape @ 30degrees?

It varies check with your local planning authority Bolton area is 400mm, Harrogate 350mm?? go figure.. It pays to check, Tesco recently had a system on one of there stores turn down in Kent for the same reason (projection from roof).

As he's the building control officer I would be suprised if getting consent was a problem!!!

BC arent necessarily related to the council anymore quite a few are independent, you would think he'd know the right people tho ;-)
