Double wall socket switch won't switch off. It just flips back to on. The left side one is fine. It used to do this 3 years ago then was working again. Now it's back. Do I have to replace the entire socket unit? Is that easy to do and legal on your own? Thank you
 
Yes, the entire socket front needs replacing.
it is a fairly straightforward task for someone with some experience of DIY electrical work.
if it is a rental property, just let the landlord know.

if it is your own, then it is probably worth getting a local spark to do it.
if there are other obvious safety issues then at least they will point them out to you.
