Is the Brown Wire that goes in to L1 on the second faceplate a permanent live?

If so, could I change the faceplate to a 2 gang and add a link from the L1 to the Comm to feed another lamp?

Currently the set up is exactly as the image above but feeds a few downlighters.

So there's a feed taken from a junction box off of an existing lighting circuit.
Which would be 'A' in the picture.
Then 'B' feeds the next downlighter and so on.

So I was planning on changing the second faceplate to a two gang switch, taking a feed from the line as described above, and taking a line to the lamp from the L1 of the 'added' switch to the lamp.
I'm then left with the dilemma of where the Neutral would go.
I am able to get the neutral that comes from the lamp back to a neutral in one of the downlighters?

So the line from the switch to the new lamp, then the neutral from the lamp to one of the downlighters, which essentially goes back to the board?
 
Haha yeaaaaah the CPC will be included. For sake of ease I tend to leave him out.

But yeah, the neutral will be going to one of the spots, which is where the live feed will be taken from in the switch as above?
