Upstairs / Downstairs Lighting Question

Apologies if this has been discussed before but was unable to find a thread relating to this.
I'm currently re wiring my house and have a dilema regarding the upstairs landing / downstairs hall lights.

The plan is to have a 2way/2 gang switch at the top of the stairs and another at the bottom of the stairs so upstarirs/downstairs lights can be turned on/off from both positions.

I have been told that the upstairs light should come off the upstairs lighting cct with strappers to the downstairs switch and the downstairs switch should come off the downstairs lighting cct with strappers to the upstairs.

However my concern is (apologies I don't have my regs to hand) but I'm sure it states somewhere about different cct's being electrically sepparate but in this case there are two sepparate ccts are at the switches.
The cpc's would also be connected together in the back boxes which would effect R1+R2 readings etc

My other option would be to make the downstairs light part of the upstairs lighting cct but this would be harder to wire based on the layout.

Also I am unable to install two sepparate switches at each location as there isn't enough space.
I would appreciate any feedback on how you guys would takle this.

What you are suggesting is perfectly fine. Its been done this way for as long as i can remember.

There is no problem with 2 circuits in the same switch. Remember, if you are taking the plate off in the future for whatever reason, then the supply should be isolated anyway and proved dead.

The cpc's connected wont make much difference to your R1R2 readings, so again, i wouldnt worry too much.

Also, dont forget this work is notfiable, even in your own house
