They should sit in with you in all instances like this, regardless of what the outcome maybe. You should contact them direct and complain about it.

Dose anyone know where in the regs it says that you don't have to do the live test, I know what your saying but in some times you don't have to do all off the live test to get the as readings

To the best of my knowledge the regs do not say that at all. There will be circumstances on an IV where live tests cannot be done there and then, EG where there is no supply but when it is connected live tests must be done.
Under which circumstances would you say that a live test is not necessary?

It's in there somewhere I just need to find it I saw it when I did the 17th addition and on a nic tech talk it was mention too

I don't think it is in there, not for new installations.

Some results can be calculated for the purpose of an EICR, but not for initial verification as far as I know.

Call NICEIC in morning then if the have mentioned it, are they the scheme who your company is registered with?

Perfectly permissible for Zs to be calculated, even for initial verification.

Really? That sounds a bit suspicious to me.
You'd have to carry out a live polarity test seperately then, so might as well have done the Zs test.

By the same token for dead testing you could, if you wished, conduct an R2 test although you would still need to confirm dead polarity (which is why it wouldn't make much sense). But live polarity testing is really the polarity of the supply (which can be carried out with test lamps).
