Federal pacific has been out of business for yearsAnything is a improvement over a FPE panel with the possible exception of a Eaton BR panel, which I call Zinsco II, Zinsco, and FPE, Federal Pacific Electric are the 2 most reviled names in electrical equipment due to the problems with some of the products those 2 companies made.
