ANPR metal housing not connected to electrical earth

As above the chest level from ground ,metal ANPR housing has no connection to earth ,it has monitors modems and a camera inside with a 230 volt supply run from out totem pole lighting . Its on a 6 amp rcbo.
the ZS measures 1.93 ohms
cpc to metal case measures 158 ohms so its an extraneous conductive part.

while im here to conduct an EICR we are not permitted to present an unsatisfactory eicr so its most likely down to me to make it satisfactory.

I think most people might suggest sabotaging said ANPR camera....

Not me, of course. Law abiding citizen and I certainly don't drive around in a van with an expired MOT.......

As the camera is at waist height they have learned to stand in front of it
