on a new installation, do you have to channel the wall out before running cables down or can you just nail the cables to the wall (with protection)then plaster board over?

Sounds very promising for faults
Its ok to clip the cables direct to the wall as long as they follow the safe zones as stated by Cirrus
I often use plastic capping ( or sheathing as I have always called it )
It does nothing as far as mechanical protection of the cable is concerned but it is neater and more convieniant than clipping
It also makes it easier for future change of cable if required for some reason
