Possibly. It would depend on what the non-PoE device needs in terms of power (current and voltage) and if your PoE splitter matches that!

Its a camera and it says it needs (100-240V), do I jsut need a PoE splitter ? Or would I need more ?
 
That voltage (100-240V) is for AC mains use. Has it got a separate power supply unit?

Typically PoE splitters will output 12V or 24V DC for electronics, they would only work if the camera has a DC input in that range.
 
Yes, some have a wall-wart sort of plug in PSU separate from the camera.

If you don't already have the camera then getting one designed for PoE is the best plan!
