Commissioning a system if scaffold casuses shadows

Is it possible to commission a system (correctly) if there's shading from scaffold across multiple panels.
I'm due to have a system fitted tomorrow and thinking about it, the low winter sun may be obscured by the scaffold.

The scaffold may only pull the performance down, as with any shading issue.
As long as there is enough light to power up the inverter all will be fine.

If the scaffold casts a shadow on the panels, I always make a note on the test form explaining this.
