That actually happened on a job .they were digging up the drive with a mini diger and pulled a swa cable for outside lights and sockets .it almost ripped the consumer unit off the wall
I have seen the same digger driver pull up an SWA supply to a tower crane that he installed the day before.

Could always offer to re-route it for them, always nice to have a source of free electricity.

It certainly doesn't sound their attempt was anywhere good enough, certainly doesn't comply with BS7671 nor likely to get a Part P Compliance certificate issued, nor perhaps ENA/DNO approval #16 (not for the installation but unlikely to have been applied for!).
