I am extending my bathroom into a cupboard where my meter and distribution are. Can I build a smaller cupboard round this.
Meaning my dist board would be inside a cupboard in my bathroom.

If out side 3m of zone and lockable cuboard, probably. But i'am not sure and would not advise you to.

Does the cuboard not back onto another room or hallway, if so you could box it in from the bathroom side and make a little hatch in the hallway or bedroom?
 
If its in an area which is only "accessable with a tool" its outside the zones. However I would not recommend leaving the meter and consumer unit in the bathroom. Give the DNO a call so they can move the meter, and move the Consumer Unit somewhere sensible.

Thanks for the advice guys,
Would need to get a brickie in to make hatch as its not a drylining wall,
Think I will have to get the meter moved and hope cables can be re-routed with length they have on them,

From my understanding the "accessable with a tool" rule generally applies to the bath region/zone and whether you can access under the bath with/without a tool. CU in the bathroom...would like to see some photos.
 
I didn't say that I would recommend installing a consumer unit in a bathroom.
