Electric Underfloor Heating not working - troubleshooting

I have electric underfloor heating. The thermostat lights on but there's no heat felt via the floor.
The termostat is a Time Guard UFPT7.

What troubleshooting would you recommend to find the root cause?
The system is nearly 10 years old.

first test the mat. should read in the region of 20 -60 ohms L -N. dependent on area of matt .

Hi. Cant find a thread about this. I have a "Prowarm.com" loose cable laid on Progrid + Matting. It seems the loose cable has a split somewhere as testing continuity gives no resistance. There are various sites in the USA e.g. Underfloor Heating Repair | How to Find Broken Wire in Heated Floor - https://www.warmlyyours.com/en-US/posts/how-to-find-a-broken-wire-in-a-heated-floor but cant find anyone in the UK and certainly not local to London. Any ideas please?
