Can anyone confirm or deny whether it is a statutory requirment for luminaires within a Welfare and a First Aid room to be emergency fittings, or would standard fittings be acceptable if there is for example an emergency bulkhead luminaire above the door?
 
The Risk Assessment will tell you where EM lights, and what type are required.
If there isnt one, the Owner should be getting one done.

First Aid room - rather than egress lighting, such locations may to be suitable for continued use when the power fails, so a differnet type of fitting, or more of them to keep Lux levels at a sutiable level may be needed.
