yeah this can be done in PVC/PVC. I would think you would have to use 3core and earth, so that the lights have a permanant supply and anoverride device, thats what we do in our small blocks of flats. have them run through a photocell sensor
 
I have used PVC/PVC before, with a key switch for testing. From memory the lighting circuit was on a seperate feed. Non maintained units installed.

Do you mean normal fluorescent fittings which also have a emergency backup in case of mains failure?

Emergency light should always be on the same circuit as the normal lights for the area that they cover as what use are they if the supply to the normal lights fail and the emergencies don't come on because their on a seperate circuit?

Yes mate mate, sorry thats whay I meant for the area they are covering. I didn't make it that bit clear - thanks!. :)
